What makes land work for a data center

Two farms in the same Pennsylvania county can be entirely different propositions for this, and what separates them is rarely the soil or the road frontage. These are the things that decide it.

  1. Electric power

    Access to power, which here means transmission or generation or both. High voltage lines and a nearby substation matter as they do everywhere. What is different in Pennsylvania is that proximity to a generating station, including a retired one, can matter just as much.

  2. Acreage and shape

    Your county's population, because the exemption is tiered to it. At or below 250,000 people the investment and job bar is materially lower, which works in favour of rural counties rather than against them.

  3. Water

    Terrain that is genuinely usable. This is the constraint that catches more Pennsylvania ground than any other. Ridge and valley country is beautiful and largely unbuildable at this scale, and a flat contiguous block is worth far more than acreage on a slope.

  4. Fiber and connectivity

    A single block under one ownership. Contiguous ground beats the same total divided by a road, a run, or a neighbouring parcel in the middle.

  5. Road access

    Road access heavy equipment can use, and a county and township that have considered industrial development. Much of this state has industrial history and the institutional memory that comes with it. Some of it does not.

No property clears all of that and none has to. What we are working out is whether the gaps can be closed, which is a judgement about your specific ground rather than a rule about Pennsylvania.
